California exerted its right to ban the sale of gasoline-powered vehicles by 2035.  The authority to do this comes from special privileges provided by the 1970 Clean Air Act. Senate Republicans intended to introduce a measure by the end of April revoking that ban. The measure that is intended to be introduced is allowed by the Congressional Review Act, a 1996 law that allows congress to overturn certain federal agency actions. Take action now!
